This piece of attire is called a sev, or apron. It is attached to a hlab sev, or sash, which is tied around the waist. The sev is usually worn on the front of a pleated skirt or pants. This specific piece is worn by men on very special occasions, like their wedding, and contains highly detailed embroidery work of a master artist.
